Jason Hall
President & CEO
Jason Hall is an experienced leader who oversees the three business units of All Weather, Inc., consisting of Automated Weather Observation Systems and Sensors (AWOS), Information Display Systems (IDS), and Engineering Support Services (ESS). He joined AWI in March 2005 as its Chief Financial Officer. Over the years, Jason has served as its Chief Operations Officer, and currently he serves as its President & CEO. Jason volunteers his time on the Board of Directors for the Children's Receiving Home of Sacramento and as a leader for a Boy Scouts of America Troop. He enjoys spending time with his three children and wife of 17 years.
Prior to All Weather, Inc., Jason served as the Chief Financial Officer of Rabbit Semiconductor and Z-World, Inc., a developer and manufacturer of embedded computer controls and semiconductors. As a Chief Financial Officer, he has provided technology and manufacturing companies with strategic vision, financial management, treasury management, investor relations, and process improvements. Previously, Jason was a senior auditor for Arthur Andersen, serving several industries and providing financial statement services to numerous mid- to large-market companies. He holds a Bachelors of Science in Business Administration from California State University, Sacramento, as well as a current Certified Public Accountant's license.
Todd Duke
Chief Financial Officer
Todd Duke has oversight of all accounting, finance, and treasury functions of the company. He also oversees the purchasing, and IT functions. Todd has over 17 years of finance and accounting experience, with an emphasis in the construction industry. Todd has held the CFO and several other senior leadership positions prior to joining All Weather Inc. Todd is a Certified Public Accountant and spent the first five years of his career with Deloitte & Touche. Todd was an audit manager there and worked on engagements in both the U.S. and overseas. He holds a Bachelor of Science in Accountancy degree from California State University, Sacramento. Todd and his wife enjoy traveling and outdoor activities.
Barbara Baca
U.S. Sales Manager
Barbara Baca has been in the sales business for the majority of her career, with more than a decade of that being in sales and marketing to the aviation industry. Her sales experience has included all aspects of AWOS sales cycle, and her vast knowledge of the AWOS business and the needs of airports has greatly improved AWOS equipment as well as the operations of each airfield where AWI equipment is found. In addition to Barbara's sales and marketing experience, she has a very strong customer service background. This combination enables Barbara to implement successfully not only small AWOS systems across the nation, but very large statewide AWOS projects as well.
Steve Glander
International Sales Manager
Steve Glander has nearly 24 years' experience in software development, systems design, and sales within the aviation industry. The latter half has been directly related to meteorological systems and sensors, engineering, and sales. Steve has been involved with international systems sales now for several years, placing valuable AWOS systems in locations such as Brazil, Egypt, Afghanistan, and Cape Verde, to name a few. Holding a commercial pilot's license for the last 14 years has also provided valuable insight into the design and functionality of AWOS systems to meet better the needs of aviation and meteorological professionals. Prior to entering into the meteorological sensors market, Steve was Chief Technical Officer for Eisenlohr Technologies, which was responsible for the design and development of handheld electronic instruments for surgeons. Specifically, the revolutionary X-Caliper device, designed to make accurate measurements and calibrations on standard x-ray films. Mr. Glander received his Bachelor of Science in Business Management degree, with a minor in Computer Science, from Indiana University in 1984.
Christopher Le
Director of Program Management
As Director of Program Management, Christopher Le oversees the execution and growth of all programs within the company. Chris is responsible for the company's program management processes and standards. He has over 15 years of program management experience in a wide range of advanced development programs for the Department of Defense. Chris has worked with numerous Government agencies including all branches of the DoD, DARPA, NSA, and DHS. He brings forth proven program management methodologies from his previous experiences at Raytheon and BAE Systems. Over the years, Chris has been involved in the development of the first of many state-of-the-art technologies such as software-defined PC card radios, directional mobile networks, microelectromechanical (MEMS) RF filters, and miniature unattended multi-function sensors. Chris received his Bachelor of Science degree in Electrical Engineering from Virginia Tech University. He also is certified in Program Management for Systems Planning, Research, Development, and Engineering from the Defense Systems Management College.
Bob Perrin
Director of Engineering
Bob Perrin graduated from Washington State University with a Bachelor of Science in Electrical Engineering degree in 1990. He has designed a wide array of scientific instrumentation for the food science and agronomy markets. Bob was the principle electrical engineer on a certified Class 1, Division 1 workstation design. He co-authored the book Embedded Systems Design using the Rabbit 3000 Microprocessor: Interfacing, Networking, and Application Development, and he has published more than 20 technical articles during his career. Bob managed the Test Engineering group at Z-World, the Hardware Design group at Captus Networks, and the Engineering team at All Weather, Inc.
Jeff Pfeiffer, PMP
Project Manager
With over 25 years as a program manager, with certification as a Project Management Professional (PMP) by the Project Management Institute, and certification as an acquisition professional from the Defense Systems Management College, Jeff Pfeiffer brings a wealth of experience and knowledge to All Weather, Inc. as the Program Manager for all programs.
Prior to joining AWI, Jeff devoted a 20-year career with the U.S. Air Force as a software engineer, software test director, and program director. After retiring from the Air Force, Jeff pursued a variety of entrepreneurial endeavors for the past 15+ years. In addition to providing professional program management consultation on dozens of projects, he lent his expertise teaching project management for the University of California, Davis. Jeff has published several articles on project management, software quality, and was a guest speaker at the 6th International Conference on Software Quality. Jeff Pfeiffer holds a Bachelor Degree in Public Administration with a Minor in Computer Science from the State University of New York, and a Master Degree in Management Information Systems from West Coast University, Los Angeles.
Neal Dillman
Chief Software Architect
With over 18 years of experience developing high performance solutions, Neal Dillman has a wide variety of experience in technology engineering. Prior to his tenure as Chief Software Architect at All Weather, Inc., Neal provided architecture and design for a number of cutting edge systems, including Hewlett-Packard's manufacturing software, network optimization for NEC, messaging and security systems for Morgan Stanley, and network analysis for Travelers Insurance. He also has consulted on projects for numerous high-profile companies such as the Securities Industry Automation Corporation, National Securities Clearing Corporation, National Bank of Canada, MFS Intelenet, Tandem, and Signet Reinsurance. As an active pilot, Neal is focused on extending AWI's work to improve air safety. Neal is also a board member of the non-profit Friends of the U. C. Davis Airport, and he is active with Angel Flight as the Sacramento Area Leader and a Command Pilot.
